Construction Schedule Update (July 19, 2010):

** Work on the Columbia Heights construction project in Final Phase. **

Update

• Final phase of construction on 14th Street at north of Park Rd and continues to the Project limits at Newton St.
• Work in progress on concrete Island on 14th St. between Park Rd and Monroe St.
• All base asphalt paving completed on project.
• Final surface asphalt paving completed on 14th St. from Columbia Rd. to Park Rd.
• Final Streetlight and Traffic Light Installation underway
• Side walk reconstruction and paver installation on west side of 14th St from Park rd to Newton Street in progress.
• Landscaping.

Changes in Traffic Pattern on 14th Street and Park Road:

1. EB Park Rd is now open to traffic from 14th St. Right turn from NB 14th St is now open.
2. WB Park Rd traffic from Holmead Pl can only turn right onto NB 14th St. at the 14th St. intersection.
3. No thru traffic for WB Park Rd. across 14th St. to Park Rd (west).
4. Motorist from the east of 14th St. wishing to go west on Park Rd may now use Kenyon St.

Maintenance of Traffic (MOT) & Impact:

• West curb lane SB 14th Street will be closed for the road reconstruction and Paving work.
• One lane of traffic in each direction on the east half of 14th street will be maintained at all times during construction.
• All businesses along the sidewalks are expected to remain open during construction and access will not be restritcted.
• Pedestrian Access to businesses along the side walks will continue to be maintained.
• Most crosswalks are now open, however, Traffic Safety Officers at Intersections during rush-hour, Flagmen (at crosswalks within the construction zone) and VMS message boards will be utilized to assist in directing the flow of both pedestrian and vehicular traffic where needed.

Construction Schedule Update (June 28, 2010):

** Work on the Columbia Heights construction project in Final Phase. **

Update

• Pepco crew completes utility work.
• Concrete intersection work at east half of Kenyon and 14th St. completed.
• Final grading work and paving on NB 14th St just south of Kenyon St.; Traffic switched to curb lanes between Irving St and Kenyon St. when completed
• Median strip work on 14th St. between mid block DCUSA to Kenyon Street to follow.
• Road Reconstruction work completed in the median lane of 14th St. from Park Rd to Monroe St.
• Traffic switched to east side from Park Rd to Newton St.
• Excavation, curb installation, storm inlet installation on west half of 14th St form Park Rd to Monroe St in progress.
• Concrete Traffic Barriers remain in place from Irving St. to Newton St. to protect the excavation; and will be removed by Friday July 02, 2010 for the July 4 weekend.
• Concrete intersection work at NW corner of Park Rd and 14th St begins; concrete to be placed on Wednesday June 30, 2010.

Changes in Traffic Pattern on 14th Street and Park Road:

• With the Concrete work at the NW corner of the 14th St. & Park Rd. intersection traffic on Park Rd (west of 14th St) will be restricted to one lane only from Monday June 28 thru Friday July 02; Intermittent stoppages to facilitate egress and ingress of trucks will be permitted but will stoppages will last no more than 5 minutes at a time when that occurs.
  1. EB Park Rd is now open to traffic from 14th St. Right turn from NB 14th St is now open.
  2. WB Park Rd traffic from Holmead can only turn right onto NB 14th St. at the 14th St. intersection.
  3. No thru traffic on Park Rd. (east) across 14th St. to Park Rd (west).
  4. Motorist from the east of 14th St. may use Monroe St and Kenyon St for access to SB 14th St & Park Rd (west of 14th St.)

• Except for final surface, Road Reconstruction work is completed on 14th St. from Columbia Road to Irving St.
• Pavement Excavation and Road Reconstruction work continues at south side Monroe St (east) and NB 14th St.
• Traffic switch to curbs lanes to begin.
• Road Reconstruction work begins in the median lane of 14th St. from Park Rd to Monroe St.
• Solar panel installation at Metro Plaza in progress.
• Concrete Traffic Barriers remain in place from Irving St. to Newton St. to protect the excavation; and will be removed/relocated as needed.
• Paver band installation work continues at the Metro Plaza; public art medallion frames installation begins.

• With the Pepco Utility work at the intersection of 14th St & Park Rd effective from Friday, May 28, until further notice,
  the following traffic restrictions at 14th St. & Park Rd. intersection are in place:
  1. EB Park Rd continues to be closed to thru traffic going east from NB 14th St; No right turn onto Park Rd from NB 14th St.
  2. WB Park Rd traffic from Holmead can only turn right onto NB 14th St at the 14th St intersection.
  3. No thru traffic on Park Rd (east) across 14th St to Park Rd (west).
  4. Motorist from the east of 14th St may use Monroe St and Kenyon St for access to SB 14th St & Park Rd (west of 14th St.)

• Concrete Traffic Barriers remain in place from Irving street to Newton to protect the excavation; and will be removed/relocated as needed.
• Paver installation work is completed at the Metro Plaza at 3030 14th Street except for areas marked for decorative banding and public art medallion frames.
• Specialty Lighting installation at Metro Plaza and in project area (Irving St, Park Rd and Kenyon St.)

• Paver installation work is completed at the Metro Plaza at 3030 14th Street except for areas marked for decorative banding and public art medallion frames.

     Access to local traffic only will be allowed.
  2. Monroe St (east of 14th St.) will be open and to be detour route for traffic to and from 14th Street.

Maintenance of Traffic (MOT)

14th Street construction Progress Update

December 8, 2009 Update

Construction Schedule Update:

• Construction will continue on the east side of 14th Street, NW, between Park Rd and Newton Street, NW thru the end of December and into early January 2010.
• Construction items include but is not limited to, granite curbs, light pole foundation, modification of storm drains and structures, sidewalk widening and paver installation, electric ducts, traffic signal modification at intersections, installation of Park Benches, new tree pits/Landscaping.
• The new Watermain line construction along 14th Street from Irving Street to Newton Street is scheduled to begin on or by January 02, 2010.
• All existing pedestrian and traffic safety systems in place will continue to be implemented with modifications as conditions dictate.

MOT UPDATE

November 9, 2009 Update

Proposed MOT on NB 14th Street – November 02 thru November 20, 2009

 Location: from Park Road to Monroe Street:

• The NB lane and the parking/curb lane will be closed at all times during construction. One lane of traffic in both direction on 14th Street will be maintained at all times during this time.

Construction Activities to be performed:

•  Work to be performed include but is not limited to; removal of existing curb & side walk; installation of new granite curbs, side walk reconstruction with pavers, storm drain inlet installation, Duct for Specialty Single stem Lighting , Street Light foundation and pole installation.

Note:

•  All businesses along the sidewalks are expected to remain open during construction and access will not be restricted.

• Pedestrian Access to businesses along the east side walks (including Tivoli Theatre) will be maintained.

• Traffic Safety Officers, Flagmen and VMS message boards will be utilized to assist in directing the flow of both pedestrian and vehicular.

• Intermittent stoppages utilizing flagmen and or TOC’s may be used for movement of equipment in and out of work zones during construction;

• Traffic Safety Officers, Flagmen and VMS message boards will be utilized to assist in directing the flow of both pedestrian and vehicular.

• Park Road (East) within the 1300 block from 14th St., NW to the Giant Store will periodically be reduced to one lane (west bound only) from 7:00am to 7:00pm when work on the north curbline & side walk is conducted. An arrow board & VMS board will be used to notify motorists of the closure.

• Vehicular access to and from the Giant and the parking facility east of the Giant will be from Homestead Pl and 13th St. NW. when Park road is reduced to WB traffic only.

• When possible and safe, the road way will be opened to traffic at the close of operations each day during this period.

Construction work moves to the 3300 block of 14th St.

Beginning October 19, 2009, construction activities on 14th Street, NW will be moving to the east side of the 3300 block, from Park Road to Monroe Street, NW. One lane of northbound and one lane of southbound traffic will be maintained on 14th Street at all times. However, the east half of 14th Street, including the traffic lane and the parking lane, will be closed at all times during construction.

Construction Details
Work to be performed includes but is not limited to removal of the existing curb and sidewalk, the installation of new granite curbs, storm drain inlets, street light foundations and poles, and sidewalk reconstruction with pavers at the civic plaza.

Safety and Access

• Sidewalk and pedestrian access to businesses will be maintained at all times, including the Park Road sidewalk east of 14th Street.
• Traffic safety officers, flagmen and VMS message boards will be utilized to assist in directing the flow of pedestrian and vehicular traffic.
• No parking will be allowed within the block during construction.

DDOT Nearing Completion of Initial Phase of Columbia Heights Streetscape Project
Work Now Moves Forward on 14th Street, NW

The District Department of Transportation (DDOT) is close to completing the initial phase of the Columbia Heights streetscape project. The work on Park Road, between Mount Pleasant and 16th Street is completed.

 Surface asphalt paving from 16th Street to 14th Street and new paver side walk work as well as the construction that is ongoing in the Civic Plaza, located at the intersection of Kenyon Street, 14th Street and Park Road, NW, are scheduled to be completed on or about by the first week of August, weather permitting.

DDOT will then move forward with improvements on 14th Street, NW, including new storm drain inlets, sidewalks, granite curbs and streetlights.

To facilitate this work safely, the right travel lane and curb parking lane on northbound 14th Street, from Columbia Road to Park Road, will be closed beginning on or about Monday, July 27, 2009. One lane of traffic will be maintained in both directions at all times during the construction.

Loss of some parking spaces in the 3000 block of 14th Street on both sides of the roadway because of the new temporary lane configuration is anticipated. Motorists are encouraged to use the DCUSA parking facility - there are entrances to the garage on Park Road and Hiatt Place – or take mass transit. Columbia Heights is served by Metrorail’s Green and Yellow lines, as well as Metrobus and the DC Circulator.

Please note, there will be some bus stop and route changes for the safety of passengers:

• The pick-up of H8 passengers will be relocated from 14th Street to the Irving Street bus stop near the Metro Station entrance.

• Instead of turning northbound on 14th Street, the H8 bus will continue east on Irving Street.

• All passengers using the bus stop on 14th Street, north of Irving Street, will use a temporary stop just south of Irving near the CVS and Bank of America.

The businesses in Columbia Heights will remain open during the construction and every effort will be made to maintain access to the sidewalks. There may be some temporary sidewalk closures and detours will be posted for pedestrians. Variable message boards will also be used to alert drivers to the traffic pattern changes.

More extensive road reconstruction work on 14th Street, from Newton Street to Columbia Road, is scheduled to begin in November. DDOT will also be reconstructing Irving Street, between 14th and 16th Streets, and the entire project is expected to be completed in late spring, 2010.

Overall, the improvements to the Columbia Heights area include total roadway reconstruction, waterline and drainage upgrades, new sidewalks, landscaping, street lighting, intersection and signal improvements, enhancements to traffic operations, pedestrian amenities and safety improvements.

What is the Columbia Heights Streetscape?

The District of Columbia Department of Transportation (DDOT) is making improvements along Park Road, 14th Street, and Irving Street to include:

• Waterline and drainage upgrades
• Sidewalk, curb and gutter upgrades
• Roadway reconstruction
• Construction of a civic plaza and fountain
• Landscaping and street lighting
• Intersection, signal and safety improvements
• Pedestrian amenities

Construction, Traffic and Parking Guidelines

• Work within only two blocks will be allowed at a time
• At least one (1) lane of traffic in each direction will be kept open at all times
• Temporary weekend intersection closures or detours of certain traffic movements will be allowed to facilitate the construction of special intersection concrete paving
• “No Parking” signs will only be in effect two blocks at a time. As much as possible, parking restrictions will only be in place from 7:00am to 7:00pm, Monday - Saturday
• Community will receive a minimum of two week advance notification of construction work and parking restrictions
• Contractor and project team will work with affected businesses to provide proper accommodations for delivery, trash collection schedules, etc.

Phase I:

• Park Road, NW from Mt Pleasant Street to 14th Street
• Civic Plaza with Fountain

Phase II:

• 14th Street, NW from Newton Street to Columbia Road
• Irving Street, NW from 16th Street to 14th Street

September 08, 2009 Update

Closure Of Park Road Nw: Continuation Of Work At The Plaza

Beginning Tuesday September 08, through Saturday September 12, 2009, approximately 100 ft section of Park Road (east) within the 1300 block from 14th St., NW to the Giant Store will be closed from 7:00 AM to 7:00 PM for Light Pole installation work at the Civic Plaza. Due to safety concerns as well as the size of crane to be used, vehicular traffic through this portion of Park Road will be prohibited during installation operations.

Sidewalks remain open during this Light Pole installation operation and access to all buildings (including Giant Food Store and Park Triangle building) will be maintained.

Vehicular access to and from the Giant Store and the parking facility east of the Giant will be from Homestead Pl and 13th St. NW. Traffic Safety Officers, Flagmen and Portable Changeable Message Signs will be utilized to assist in directing the flow of both pedestrian and vehicular.

The road way will be opened to traffic at the close of operations each day during this period.
